Asfar as I'm aware it's still locked at 30fps at 900p resolution, the only way I'm aware of to play at 60fps is to have the original disc version with no patches so you play version 1.0, they patched and locked the framerate shortly after release and any digital game should be patched up to date which would include that patch to limit fps.
